VE teams must be accredited by the ARRL VEC and are encouraged to undergo training for remote, video-supervised, sessions.
Note: The ARRL VEC is shifting to a fully digital, 2026-focused program for amateur radio exams, heavily relying on ExamTools for both remote and in-person testing. Key requirements include using ExamTools for VE registration, on-screen testing/grading, and electronic submission of forms, alongside strict, Zoom-based video supervision protocols.
New ARRL Digital Exam & VE Requirements:
- System Requirement: ExamTools software is mandatory for all digital and remote sessions, replacing paper-based, field-stocked testing.
- Technical Setup: Candidates need a computer with a webcam/microphone and a smartphone to act as a second, rear-view camera.
- Room Requirements: A private room, no other people or pets allowed, with a, 360-degree camera sweep of the area required before the exam.
- Prohibited Items: No headphones, earbuds, smartwatches, external monitors, or secondary, keyboards/mice.
- Process: Three accredited VEs must observe the candidate via video throughout the session.
- Documentation: All applicants must have an FCC Registration Number (FRN) and a valid email address.
- Future Shift: The ARRL VEC is moving to full digital, with new Technician question pools taking effect on July 1, 2026.
